Sadly, we don't take an action until we are in the middle of the crisis. Instead, we could anticipate the hazard of drought and took actions to mitigate and reduce its risks long time ago. I hope this can be a lesson for all of us! Meanwhile, I'm optimistic in the new plans, and I'm glad we are in the right track.
